I assume you are speaking of an event coordinator, event planner, etc... There are many terms for it.Basically, the event planner is in charge of the whole operation. Let's say, a wedding. A wedding planner will be the 'go-to' person, other than the bride and groom. They are kind of like the manager of the wedding. They basically assist the bride and groom with all aspects of the events: catering, decorations, transportation, attire, stationary, etc... They sometimes end up doing the dirty, time-consuming work (ex. calling around to different photography studios getting estimates)...but that's why they are paid so well!
The more prestigious events you plan, usually the more you will get paid. If you plan a sqaure dancing party, you will probably make less than if you planned the Academy Awards. But commonly, planners will get a certain percentage of whatever an event costs. If you work for a planning company, you may get a salary, or hourly wage. It all depends on the type of company you are with, if you have your own business, etc...
This job is a little competitive, but I imagine you would find more possible jobs in larger cities (Minneapolis, New York, Los Angeles, etc...)
I personally want to be an events coordinator when I graduate from college (weddings, specifically). I have researched and found that Minneapolis alone has dozens and dozens of event planning agencies.
I have also talked with people in the field, and they say it is a fast-paced career, and you won't always have a typical 9-5 schedule. For instance, you may have to tour a potential reception site with the bride at 7:30pm. But again...it depends...
As for college, I don't think there is a specific degree for it. But I imagine a major in something like Communications would help. Or also, taking classes about subjects like management, botany (learn about flowers), some kind of design to learn about fabrics, etc...
